Nelscott Urban Renewal (Tax Increment Finance) Plan (2023)
Per City Council direction, and based on a 2019 Urban Renewal Feasibility Study, a City Advisory Committee was formed to help guide the preparation of a Tax Increment Finance (TIF) plan for the Nelscott Area. The 30-year Nelscott Plan was adopted in 2023 after Community Open Houses, an input survey, and public presentations at City and County levels. The new Nelscott Plan provides funding for capital improvement projects that will improve infrastructure, parks, creek restoration, and development assistance. The top three priorities are for transportation, living-wage job production, and housing.
The Urban Renewal Agency began collecting revenue for this Area in October 2024. Typically, it takes about five to ten years of collection before projects begin. Based on this timing, Community Visioning, which would determine project priorities, could begin as early as 2030 with projects starting shortly thereafter.
Projects
Baldy Creek Restoration: Baldy Creek has been an important historical and natural feature of the Nelscott District and community. Creek restoration is an identified project in the Nelscott Plan and an allowable use of urban renewal funds. Over the years, property owners have had questions about existing buildings or future building expansion without having the understanding of how to navigate state rules about wetlands. For these reasons, a wetland delineation was conducted for portions of Baldy Creek from SW 29th to SW 35th Streets to include the majority of the creek sections, unless owners opted out.

The Nelscott Community and public are invited to a community meeting and Baldy Creek wetland walk. There will be a presentation from staff and consultants to understand the importance of wetlands, what a delineation is, and what the report means. Meeting details are:
