City Efforts
Housing is a Strategic Priority for the City Council of Lincoln City and the city strives to ensure that our residents have safe, secure, and affordable housing. We work with partners on the full housing continuum, from individuals and families experiencing housing instability or homelessness, through providers of income-qualified and market-rate rental housing, to income-qualified homeownership providers. The need to improve the housing crisis locally is real, and it takes an all-hands-on-deck approach to support our residents, whether working or retired.
Because Lincoln City reached a population of over 10,000 people in 2021, certain State mandates regarding housing have come into play. These include regular reporting on housing production and assessment of housing need based on gaps in housing types.
Some past efforts the City has taken have included:
- We conducted a Housing Needs Assessment in 2017 that was adopted by the City Council. An update was done in 2022. (See more below for more information.)
- Beginning in 2018, city staff has provided annual housing updates to the City Council, reporting on progress toward the goals identified in 2017.
- We have formed development partnerships with non-profit developers for income-qualified rental apartments. Our actions included contributing City property at no cost, deferring Systems Development Charges (SDCs), and providing property tax exemptions.
- We revised the Municipal Code to reduce housing costs, increase allowed housing options, and removed impediments to housing development.
- We have approved emergency shelters for homeless persons and families so that warm and dry sleeping places area available to all.
- In 2022 we created our Housing Resources Pamphlet to provide a quick reference tool on housing options.
Currently, the City is in negotiations with a developer to provide a mix of income-qualified and market-rate housing on a parcel of city-owned land.
Additionally, City staff serve on the Lincoln County Homeless Advisory Board, and have been involved with the creation and implementation of the
Lincoln County 5-yr Homelessness Strategic Plan.
Through a grant from the Department of Land Conservation and Development (DLCD), the City completed a Housing Production Roadmap (May 2025). This will prepare the City for an update of the Housing Needs Assessments (2017 and 2022) by way of a Housing Capacity Analysis by 2027 and a Housing Production Strategy by 2028.
