Short Term Rentals (STRs) in the R1-RE Zone

Previously referred to as Vacation Rental Dwellings (VRDs)

If you are considering using your dwelling as a short-term rental, you will need to obtain approval from the City of Lincoln City Planning & Community Development Department. The STR Land Use Application Packet below includes the instructions and application forms necessary to obtain planning approval.

  • In the R1-RE zone, there is a cap of 91 licenses. The cap has been reached, so no new licenses will be issued in this zone until the number of STRs falls below the cap.

In the R1RE (Roads End Residential) zone, all existing short-term rentals and those with complete applications as of November 23, 2017, are allowed to continue as legal non-conforming uses without limits on the number of nights they may be rented, as long as the licenses are kept current and meet all regulations. These properties may also be sold for a period of seven years from November 23, 2017, without loss of the non-conforming status.

If you are considering purchase of an existing STR in Roads End, this section provides links to the necessary forms and information for continuing the STR use. Payments and completed forms for existing Roads End STRs should be submitted to the Finance Department.

If you are buying a dwelling in Roads End that is not currently an STR, please contact the Planning & Community Development Department at 541-996-1227 to learn more about the STR land use and licensing process.
