The Lincoln City Comprehensive Plan serves as the blueprint for the city’s development over the next 20 years. It will be the controlling land use-planning instrument to the year 2043. The comprehensive plan also provides the foundation for Lincoln City’s zoning code, which is the legal tool for implementing the long-term vision outlined in the comprehensive plan via allowed uses and use standards in the city’s zones.

The Lincoln City Comprehensive Plan 2043 was a complete overhaul of Lincoln City’s original comprehensive plan, first adopted in 1984. Input was obtained through online surveys, open houses, work sessions with the Planning Commission, meetings with community groups, and a dedicated webpage. 

In response to this input, City staff and the Planning Commission crafted the following goals:
