Construction of the Lincoln 25 Apartments was completed in 2024 by Innovative Housing Inc., a non-profit that has over 35 years of development experience and operates about 1,000 affordable residential units in Oregon.  

The development includes 107 low-income apartments for those earning between 30% and 60% average median income. The new community offers 1-, 2-, and 3-bedroom apartments across 8 buildings, with supportive services to accommodate individuals and families.      

Financing low-income housing can be a challenge. The City of Lincoln City is dedicated to increasing the number of housing units and for this project, contributed the land, approved long-term deferral of Systems Development Charges (SDCs) and provided grant funding to support the project. The developer also secured $13.5 million from the Oregon Housing and Community Services LIFT (Local Improvement Fast Track) Program to make the project possible.
