Brownfield Grant Program
The City of Lincoln City Economic Development Office was awarded a $500,000 grant by the Environmental Protection Agency (EPA) to assist in the sale, purchase, development or redevelopment of properties considered brownfields. Brownfields are properties that may have environmental contamination. This perception of contamination often makes the property more difficult to redevelop, To know if a property has contamination and to what extent, Phase I and/or Phase II Environmental Assessments are completed.
This grant pays 100% of the costs for these assessments. If you are in the process of buying or selling a property, a Phase I and/or Phase II environmental assessment is often required by financial institutions before approving a loan. Even when not mandatory, conducting an environmental assessment is a wise decision to ensure the property being purchased is free from contamination..

Project Background
This work follows in the steps of a 2020 brownfield inventory conducted using Business Oregon funding. The inventory identified 11 priority sites, 3 of which are the prioritized focus of the awarded assessment grant funding.
In September 2023, the City signed a contract with Maul Foster Alongi to provide technical assistance and conduct the environmental assessments. This is a multi-year contract to align with the grant expiration date of September 30, 2026.
As of January 1, 2025 the following work has been completed:
8 Phase I Site Assessments,
2 Phase II Site Assessments,
2 Site-Reuse plan (in progress)
1 Area-wide Re-use Plan for SE 23rd Rd (in progress)
