Should the City Council grant a utility and access easement to Larry Morris along the western portion of 1800 NE Surf Ave. in exchange for approximately 13,300 SF tax lot west of the subject property? - Approved

Public Hearing - Supplemental Budget Resolution 2026-02

RESOLUTIONS
Resolution 2026-02 Supplemental Budget 2025-26 –
Should the City Council approve Resolution 2026-02 adopting supplemental budget for FY2025-26? – Approved as amended adding $60,000 to Facilities Capital Fund and removing the resource amount on the Explore Lincoln City.

Resolution 2026-03 Hazard Mitigation Plan – Should the City Council adopt Resolution 2026-03 Lincoln County Multi-Jurisdictional Natural Hazard Mitigation Plan? – Approved with amendment regarding the tsunami testing.

SPECIAL ORDER OF BUSINESS
Community Services Consortium Nonprofit Grant Award Evaluation (CSC) –
CSC was awarded a $10,000 nonprofit grant from the City Council to help with the purchase of a new commercial dishwasher. However, due to the time it took between  the grant application and award, CSC entered a three-year lease agreement for a commercial dishwasher. They are asking for one of two options: Applying the money toward the full three-year commercial dishwasher lease. Or apply the $10,000 in grant funds awarded toward needed building repairs. Approved to apply the money toward the full three-year commercial dishwasher lease.

Wastewater Treatment Plant Roof Replacement Contract Award – Should the City council approve the award for the Wastewater Treatment Plant Roof Replacement to Washington Roofing Company and beam repair to Bremik Construction? The Washington Roofing Company contract is $249,536 with a contingency of $25,000 for a total roof cost of $274,536. The Bremik Construction contract is in the amount of $23,362 with a contingency of $5,000 for a total cost of $28,362. – Approved both the Washington Roofing Company contract and the Bremik Construction contract.

NE 36 Dr. and NE Quay Ave. Generator Construction Award – Should City Council award the construction contract to Blue Spruce builders for the NE 36 Dr. & NE Quay Ave. Generator Construction Project for $215,418.00 with a construction contingency of $21, 541.80 for a total amount of $236,959.80 and allow a temporary closure on NE Quay Ave. to accommodate construction? - Approved

2026 Council Goals – Should the City Council adopt goals for 2026: Strengthening the Council’s Relationship with the Public & Advisory Bodies, Develop a consistent, accessible, and comprehensive onboarding program that supports new members and evolves the Council’s culture as membership changes, Create a Clear, consistent, and Transparent Council Workflow? – Tabled to the City Council Meeting on February 9, 2026

ACTIONS BASED ON WORK SESSION, EXECUTIVE SESSION, OR PUBLIC COMMENT
Motion to direct staff to bring back information in regard to a firework show on July 4, 2026, with the firework display being shot off on Devils Lake. – Approved

Motion to direct staff to take the four new drafts of a resolution in regard to ICE facilities in Lincoln County to present to outside council to review and bring back for City Council review at the City Council meeting on February 9, 2026. – Approved

Motion that City Council to approve the employment agreement for the city manager, with the deletion of the final paragraph. - Approved
