ORDINANCES
Ordinance 2025-15 Pacific Power Electric Utility Franchise –
Should the City Council conduct first and/or second reading to adopt Ordinance 2025-15, an ordinance granting an electric utility franchise and general utility easement to PacificCorp, Inc and repealing ordinance 2015-13? - Approved

RESOLUTIONS
Resolution 2025-25 Adopting the Citywide Fee Schedule for January 1, 2026 –
Should the City Council approve Resolution 2025-25 adopting revisions to the city wide fee schedule for January 1, 2026? – Public Hearing continue to the December 8 City Council Meeting.

Resolution 2025-26 Budget Transfer FY2025-26 – Should the City Council adopt and direct budget transfers for the City of Lincoln City in the 2025-26 Fiscal Year Budget consisting of increasing City Council budget by $140,000, to provide funding for external legal services and to increase Materials and Services budget by $80,000 to provide additional funding for pre-development assistance for Fernwood and for the Villages? - Approved

SPECIAL ORDER OF BUSINESS
Partnership Funding Request for Pre-Development on Habitat for Humanity of Lincoln County Lake Drive Development –
Should City Council approve pre-development partnership funding request for Habitat for Humanity of Lincoln County’s Lake Drive Development for home-ownership housing for $76,300? - Approved

Finalize Board and Committee Interview Questions – Questions for the Planning Committee, Budget Committee and City Council Interview. – Approved with an addition of new questions from Councilor Baker.

ACTIONS BASED ON WORK SESSION, EXECUTIVE SESSION, OR PUBLIC COMMENT
Motion to place the City Attorney on paid administrated leave retroactive to October 28, 2025 and direct City Manager to make inquires regarding external legal services. – Approved

 

Motion to schedule department head interviews with all nine City Manager applicants reviewed by City Council. – Approved
