Ordinance 2025-14 Astound Broadband Telecommunications Franchise –
Should the City Council conduct first and/or second reading to adopt Ordinance 2025-14, an ordinance granting a non-exclusive telecommunications franchise to Astound Broadband, LLC? - Approved

RESOLUTIONS
Resolution 2025-22 Adopting a System Development Charge for the Parks and Recreation System; and Rescinding Resolution 2003-03 –
Should the City Council enact a resolution to update the Parks System Development Charge, with an increase of 35% for Parks SDC charge to $3553? -  Approved

SPECIAL ORDER OF BUSINESS
Neotsu Path Project Final Contract –
Should the City Council approve the fourth and final amendment to the progressive design/build agreement with K&E Excavating, Inc. for $70,000? - Approved

D River Visitor Center Contract Amendment Number One – Should the City Council approve the First Amendment to the Progressive Design/Build Agreement for an increase in design of the Lincoln City Welcome Center in the amount of $47,070? - Approved

Holmes Road Sanitary Pump Station Change Order No. 4 – Should the City Council approve Change Order No. 4 to Bateson Enterprises, LLC. for the Holmes Road Pump Station Upgrade in the amount of $369,586? - Approved

Spring Lake Water Pump Station Design Amendment No. 2 – Should the City Council approve Second Amendment to the Spring Lake Pump Station design agreement with RH2 Engineering in the amount of $30,835? - Approved

 ACTIONS BASED ON WORK SESSION, EXECUTIVE SESSION, OR PUBLIC COMMENT
Motion to direct staff to give clarity on questions posed by the public when submitted by electronic or written. – Approved

Motion to direct staff to bring back proposed amendments to sections 9.2 and 9.3 of the council rules and 2.04.110 of the city code, to ensure our meeting rules uphold constitutional rights, clarify what constitutes disruption, require warning before removal unless a physical threat or a warranted arrest, and provide an appeal process for anyone removed. - Approved

Motion to add an item to the council’s next work session agenda prioritizing the council’s work sessions items. – Approved

Motion to amend the exhibit to the resolution to approve awarding $11,500 of the budgeted non-profit grants be awarded to the North Lincoln County Historical Museum, who turned in a complete, on-time application that was not included in the original packet of applications for consideration. – Approved

Motion to reprimand Councilor Baker by council for violating charter section 4.8 entitled Interference of Administration; for violating Lincoln City municipal code 2.04.170, council rules paragraph 6.1 and paragraph 6.3 (C). -  Failed

Motion to direct city manager to ensure all written city policies that apply to elected officials and/or volunteers including but not limited to the city’s EEO policy be provided to all cover parties by October 31, 2025. – Failed

Motion to schedule an executive session pursuant ORS 192.6602 (B) to consider the dismissal or the discipline of, or to hear complaints or charges brought against the city attorney. – Approved
